Not the bleeding edge of technology in 2030, except to the extent that it will already be having a widespread effect in 2030, as you predict. If we have AGI by then, will it have been put to the task of optimizing society? It could cut through so much red tape. It could streamline customer satisfaction while weeding out scams with better than human accuracy. It could start keeping track of everything, and maybe even catching criminals in all walks of life.
Even if we don't have AGI by then, we probably will have begun using AI to sort out waste, fraud, and abuse, as well as streamlining the complaint-repair-reimburse processes.
