Flex-atx PSUs: jet engines?

I am building a Ryzen 2400g system in a 1960s radio and only have room for a flex-atx psu. Since it's obviously meant to sit out in the open I don't want it to sound like a jet engine or rev like crazy whenever an app launches.

Can you recommend a decent PSU that will stay reasonably quit under load? Will going overboard on the wattage (300w ) mean that the fan will stay off since the system won't draw more than 50% of max power? Experience and benefit of a fan swap or attaching external fans? Fanless units?
