Making a scooter winter friendly

I live in Oklahoma & am considering selling my car to pay off bills but buy a scooter first.

Is it possible to make a scooter winter friendly other than piling every piece of clothing on my body? Like an enclosure?

I have a dog too & I’ve found the dog seats but I started wondering about exposure to the elements. I work from home so I only get out for her, or do errands like the pharmacy. Things that can’t be delivered. Also wanting to start DoorDash or the like.

Edit: female, 130 lbs, 5’3” if you also have suggestions about a good starter bike.
