My motherboard is defective, crashing my system - upgrade path option

My PC I built has a hardware issue with motherboard or something else more obscure. Either way, I'm rmaing the main board, then pulling my PC apart and saving the CPU while reusing some other nvme and ddr4 I have laying around plus case, psu etc and build cheap extra PC to sell or give away.

Current specs: MSI Z590 Tomahawk wifi 11700f intel 64 gb ddr4 3200 2 Tb 980 pro 2 Tb 970 evo 1 tb 970 evo Rtx 3070 1000w corsair psu

What would be a satisfactory upgrade in your guys opinion.

I thinking 13700k Z790 ddr4 motherboard

Reuse all else, maybe new case. Ideas? Is there a reasonable priced combo ddr4 ddr5 motherboard. Thanks
