My fans turn on and off for like .5 seconds when the PC is running hard, then turn back on and then off again.

So I was playing some csgo and I noticed my LEDs on my fans were turning off and so I got close and turns out they were turning off completely for like half a second then coming back and turning off again about 6 seconds later, anyone know why this is happening?
