Alright, so I’m really at a loss. I’m at lvl 58 currently, this started around lvl 50. I had been instancing a specific zone so I could work on getting my Syndicate setup properly (right people in the right places) and hopefully unlock more veiled mods. Then they just...stopped showing up. No safehouses to raid either.

I had done 2 safehouses while doing this, both of which never really seemed to register that I had completed them. I cleared the whole safehouse, gotten all the loot rooms, etc. but no portal appeared for me to leave. When I portabled out myself to my hideout all the additional portals were still open. I went to leave the hideout and got the prompt that it would close the safehouse instance.

But now 30 zones later, and I haven’t had a single Syndicate encounter. I tried just progressing the story campaign, and still nothing. Really not sure what else to do.
