when is homeschooling too little and bad for the kids?

Good afternoon all. Thank you in advance.

My children remain with the other partner after our split. That is their primary residence. The X partner insists on homeschooling the children. Every time I ask the children "What did you study/learn today?" I get silence. I am 100% certain the children are on phones/tablets/computers all day and there is no learning going on. My daughter used to paint, but nothing to share in the past year.

When does it become neglect? I have not yet contacted Family and Child Services, because that is a point to cannot go back on.

I am not fully understanding the law in Ontario. Don't local schools have to be notified of ones intentions to homeschool
