Retention policy - Does deletion count as a modification?

We currently have our retention policy set to retain everything forever. We want to change that to "Retain for 18 months after last modification, then do nothing" based on what I read here

If I understand this that means that anything modified will be retained for 18 months. Does a deletion count as a modification? So if someone has an email or file that hasn't been modified in 24 months and deletes it, we will still have it in the preservation hold/whatever area for retained items. Is that correct?
