One Day Events

A few of the guys from my lgs and myself are going to do a one day event in mid-March. I have been looking at the wording on the variant in the rules compilation, as I am not home right now and don't have access to my rulebook. The skills and attribute increases that are given, do they count as advancements for the purposes of total value of the fighter? or since its given around to all gangs is the gang founded at 1250 and those are just extras on top of that?
