Can't make 2 stickies/announcements.

Hello, I am a mod of r/NintendoSwitchBoxArt and I can't seem to make 2 stickies. I make the first one, then I do the second and it says it removes the second slot. But it just replaces that first one I made. It's like neither of them will go to slot 1 at all, and they are only going to slot 2, then subsequently replacing each other.
