Long exposure 3rd party application

Hi, so basically my phone's stock camera app only supports 1/3s for exposure and I've downloaded Camera FV5 but the results from that are honestly quite bad. Stuff like Lightroom only allow 1/3s too.
I use an Android phone btw If you guys could recommend some 3rd party applications that work nice with long exposure it would be great! Thanks in advance.
