I learned what a wash is today, but im still confused.. do you do the wash before or after you paint? Follow up questions will come, I'm sure. Thank you!

I was doing a black coat of paint before painting my minis before, thinking that was basically a "wash". I get I needed to add more water, but I watched a tutorial video of a gal doing a wash after she painted it, then went back over it with highlights.

If you wash before paint, is it just lost to the paint or will a black wash over the whole mini before paint help the look? Do you need to make a specific color of wash for the specific color of that area?
