I'm frustrated with my bipolar friend.

Long post so TLDR: I'm frustrated with some communication problems with my bipolor friend. How can I get us to better communicate?

I'm a college student with a friend that has bipolar. We generally get along, but there are times when I struggle some of their more difficult behavior that I believe stems from how their bipolar affects them. One of the biggest things that I am struggling with is how they will communicate poorly. My friend will ask a question like "how do you do this thing?" Without specifying what that "thing" is, but somehow still expecting me to know what the heck their talking about. Even after trying to get the to clarify it's like trying to crack a murder case by investigating all the clues. I want to help them, but I can't keep playing this game because it's simply taxing on my mental and I feel like on their end they could be managing their condition better if they made better choices.

How can I better point my friend in the right direction towards better treatment/management for themselves? I really want this friendship to be a healthy one but there a few bits to my friend that are just hard for me to handle, and I feel we could both make an effort to make things better.
