Rotator Cuff pain when doing corrective exercises

Hello guys/gals, I'm a male 21 year old who havebeen dealing with shoulder instability since birth. I used to go and quit gym regularly for about 3 and a half years because of my condition. So my Question to you all is that when I do shoulder rotator cuff corrective exercises I have a burning pain when I do external and internal rotation ~ rep 12-16 those are the maximum range of do so. By the way I have been diagnosed with shoulder instability but not intense just mild. It is when puled down it pops out and released pops back in without any pain. Also I have hard time extending my arm backwards it's a bit tight. Anyways the issue I have is in my left arm. Also the left Arm of mine has pain when I do shoulder lateral raise and It is same type of pain in my suprasupinatus muscle. I went to doctors and xray, mri and ultrasound's done nothing came up yet. What would be an advice or solution for this problem of mine? Which doctor or medical professional to go? Please I'm kind of desperate. I need all your advices and help!!!
