Rash on leg, post surgery, reaction to splint material?

Extremely itchy and bumpy skin, started after I had a foot surgery, had a similar itch and skin bumps after my first surgery. Assumed it was because hair regrowth, however this time there was minimal shaving of my leg. Could the splint material cause this? Is it a reaction? Isolated to left leg, the leg of surgery. Area under splint is also itchy it has been driving me insane.
