First suit on a budget...

I have a graduation to go to in a month and I don't want to wait too late to get a suit and get it tailored, but I'm also on a strict budget of about $400. Any ideas or tips?
It has to be formal because the person whose graduation it is wants very formal.
It's in Miami, so it will be hot.
