Driver situation of the Steam Controller? Tied to proprietary Steamworks library?

I know, you get "basic" support as a HID from it, but as far as I have heard you need to use the Steamworks API to take full advantage of the hardware features. I have googled a bit and found this discussion: http://forum.freegamedev.net/viewtopic.php?f=7&t=5258
So my understanding is:
- The "full" driver is closed source
- The "full" driver can only be used with the steam client and games that are started through steam
Does that sound right? Because I will definitely not buy any hardware that is tied to a proprietary software client in this way.
