Wi-Fi speeds blazingly fast, actual downloads from game services barely faster than dialup

Just distrohopped to openSUSE tumbleweed with KDE Plasma, and the download speeds from Steam and Battle.net (via Lutris) are unexplainably slow. Here's the bnet screenshot showing a speed test of 670mbit and a WoW client download speed of 1.32 MB/s. Here's the screenshot of it happening in Steam.

Steps I've taken -

  • Called my ISP to verify everything was good on their end, they verified no issues with the infrastructure or throttling.
  • Verified that Wi-Fi powersaver mode is set to 2 (disabled state)
  • Restarted the router and modem, multiple times
  • Utilized my ISP's custom, proprietary speed test to verify speeds
  • Noted that packages downloaded through zypper, as well as discrete files from the internet in general, routinely hit and exceed 15 MB/s download speeds.
  • Firewall has been removed entirely, speeds are still unacceptably slow.
  • Fixed the wireshark issue, and I am dropping packets all over the place if I'm reading it right. No clue how or why, just looking at the number of red and black lines vs the number of not red and black lines. I was not reading wireshark right, because I can look in the bottom right of it and see that I am not dropping any packets. It's just a metric shitload of Duplicated Acknowledgements.
  • Update on some testing - I downloaded the EndeavourOS ISO from their US mirror website, and I was getting 28-30 MB/s, the expected speed.
  • This insane slowness has happened on EndeavourOS GNOME, Kubuntu, and now openSUSE.
