signed court order to release cash bond back

I filed a motion to refund my cash bond over three months ago at the conclusion of my case. It was approved and the court order signed by the judge a month or so after I filed and the district clerks office told me that it was going through the auditor and treasury and a check would be sent to my address.

I wait another month and call to check on progress and they verify my address and say everything is good to go.

Another month goes by and nothing in the mail so I called yesterday and I am told that it was approved and signed..but was rescinded because I am behind on my probation fees.

The thing is, I specified in the motion that a portion of the cash bond go towards paying off my fines and this was approved and signed by the judge. I don't understand how the order can be rescinded when the laws surrounding cash bail refunds specifically state that cash bonds are to be used to pay outstanding fines.

So how can they rescind the order because I have outstanding fines?

Do I appeal? What's my next step?
