Hello, I placed my dog in a shelter due to my new apartment not allowing attack breeds (He’s a German Shepherd) and I figured he’d be able to find a good home. Well, 2 days after taking him there they say he will be euthanized due to unsafe behavior.
I was transferred to the supervisor who transferred me to the director who said he’s against releasing the dog and he’d rather have him euthanized due to him being unsafe. I told him it’s that environment making him act this way. He spent most of his life free roaming at my mother’s home with his own backyard to boot, so of course he’s not going to adjust well after 2 days! The director didn’t care about any of this. He told me he was worried he’d get free and bite someone. I told him he’s gotten free before and never bit anyone and his words were “that doesn’t make me feel any better”.
He told me verbally to release him I’d need to do 3 things all within a week:
Sign a liability waiver with my mom where he stated if he bites someone me and my mom both go to jail for a felony offense. (he’s going to live with her now)
Have prepaid training set up for his behavior w here he also said will cost me 2-5 grand easily.
Have to contact my mothers landlord and have to talk to them via phone about how “dangerous” this dog is and that he’s against letting it live on the property. (?!?!)
I’m fine with point 1 and 2, but what gives with 3? Is this legal? I’ve tried searching the internet for a answer and came up with nothing. Never seen a shelter require this much to release any dog definitely one that was surrendered, not taken by animal control.
Plano, Texas. I was told to request a hearing. Was talking to the director the hearing?

It was a public shelter. Plano Animal Shelter to be exact.
