A friend made an international move to a country that has driver's license reciprocity to several U.S. states, including one that I live in. (I.e., he can use that license to get a license in his new home country without retaking Driver's Education in a foreign language).
He proposed using my address to attain a license in my state, a thing I don't have a problem doing and I am comfortable writing a temporary sub-lease to jumpstart the process.
A lawyer friend reminded me that moving between states (even on paper) means that he would have to change his voter registration and that was the likeliest way that we would get caught for what I am comfortable calling the mildest of frauds. He would also, possibly, have to pay taxes in the state that I live in going forward, unless he changes his address back to his [former] home state.
The general timeline that I think would work is: Month 0 - Driver's license in my state with a three month lease and mail delivered as proof of residency Month 4 - Driver's license in foreign country with my state license reciprocity Month 8 - Transfer back to his former state for tax implications and his family being there, etc.?
He has no intention of moving back to the States full-time and is getting married to a citizen of his current home country, so this is really just about skipping Driver's Ed.
Advice, please.
