Range of questions from mowing to drainage issue

Well I'm back again with another first time home owner question. Actually, a couple.

So after my last post I went out and bought a Honda Easy Star mower without the automatic starter, because why pay 100 extra dollars when I can just use a ripcord? Lol.

Anyways, my first question is about Bag vs Mulch settings on my mower. When should I bag and when should I mulch? My thought process "Well I should mulch the first few weeks of spring to let the grass re-fertilize the lawn." I also spray the bottom of the mower out after EVERY now, because I want to keep it new. Are there any other tips for keeping up on my mower to make it last?

The lawn is rampant with weeds. Crab grass, dandelions, ground ivy, and some kind of mossy plant that I've never dealt with before, so I was wondering if there was possibly a good "all in one"? Most of the weed killers I've seen are "weed and grass" killers, which I don't want.

Lastly, my yard is on a slight decline that goes down towards the road, the issue that I have is all the water from when it rains settles at the front of my yard, unable to go anywhere because there's no way for it to get through the cement curb. I live in a modular home park, so I'm thinking the only thing I can do is talk the park I to drilling into the curb to install a drainage pipe.
