Cheapest way to get cash from foreign accounts?

I’m trying to find the best way to withdraw cash with low or no fees. My income comes from overseas into a US bank account. I was thinking about finding a loophole for cash withdrawal. Perhaps a Japanese cash card in my Apple wallet I can transfer funds to from Apple Pay? Anyone know a way to do this?

Edit: more info- I need a cheap way to transfer funds from my US bank account to my Japanese bank account and/or Japanese cash card.
