FCM notification delivery status

I am using FCM as part of my Ionic 3 app, we are sending alerts to user devices and would like to follow them up with SMS if the notification was not received by the device for reasons such as no data service.
Am I able to retrieve FCM delivery data for individual notifications, especially on iOS?
I am using a combination of Firebase along with the firebase native plugin
