i7 8700 too hot!

i got i7 8700 with z390 tuf gaming pro mobo .h100i rgb platinum .

while xmp off, I got only 3.9ghz, with temp 76c on full load and that's too high for this CPU and this cooler. I notice that the cause of this temp is the voltage! this motherboard gives too much voltage for the cpu up to 1.4 on hwmonitor!

while xmp on, i manual voltage to 1.23 , i got stable 4.3ghz with 76c to 80c .still this temp is so high for this CPU , it's like running a cpu on 5 ghz lol!if i dont manual voltage, it automatic set to 1.394 v and then my cpu goes 95c temp

may the cooler be the issue?i don't think so, because i feel this voltage is too high. I can't go lower than 1.23 manual, the system will freeze!

It's very disappointed to get this cooler and still have high CPU temps like I'm running 5ghz cpu!

update: still need help:((

i7 8700 non k , 102.3000 bclk 1.23V 4.4GHZ 72c temp!
Z390 tuf gaming pro
h100i platinum rgb !!!!!

any suggestion ?
i think my cpu temp my hit max 62c at full stress because its non k . cuz this cooler can run 4.8ghz k cpus without any issue on 78c max !!!!
