Refrigerant too low to fill?

Alright everyone, we have three original units to our house, and the upstairs unit clearly has a leaking coil…I tried to have it serviced today. It’s a York H1RD042S06G (I think, the tag is pretty faded). R22, which needs to be converted to 407C I think…been done before and our home warranty covers it. I was not home when the company came out and the service tech was conversing with my wife.

He said it was 9lbs. low and that he could not refill it at all, despite it being low over a calendar year ago but not needing as much.

I know I need to replace the unit eventually, and according to what I’m reading, I have time to do that per EPA regulations which have arguably gotten worse under recent administrations.

Any and all advice is welcomed. Thanks in advance.
