We are considering raising / underpinning a home to create a basement apartment. which is the better route?

The house is 100 years old, plenty of issues. We originally planned to raise the home (based on a neighbour who had done something similar) - but we need to do some wet proofing around the perimeter of the house. would it be smarter to underpin at this point since we'll already be digging around the perimeter? (perhaps cheaper too?)

The home is vinyl siding on a cement foundation. roughly 1200 square feet. 1 and a half stories
