Paid off Home this Month Now what?

I paid off my home, but only have an invoice for my last/final payment and a letter stating something will be sent to the real owners (State) showing my pay off. What happened to this thing called a Deed? Are those no longer given, if so where does it come from and how do I get it?
State and HOA have a greater ownership than I do, being that both can take something I paid 3x what it was worth and they can take for free.
Do they get a deed as Co owners?
I seriously don’t know what to do next.
