Thanks to Chewnk on the discord for figuring this out with all his testing: You need to use an older rpcs3 build (10743 or earlier) and Intel drivers older than 8190.

I'm also running this at -65v tdp and 30w

Runs well at 800p and really well at 75% rendering res, even with the 60fps patch you can often get 45fps and it's so smooth (though you may get some intense fps shifts, as some areas of the city can occasionally hit down to 20fps very briefly)

Seems like the cpu is great and it's just the gpu that's lacking
