Is there a way to create an instance via room creation code or another object's event, with new instance having a tick event?

Just a passing thought that I couldn't find any google answers with. The idea behind this was Matharoo's Top-Down Shader tutorial that uses three objects, two of which can be created in the first but are required to be their own separate objects with Draw Events in specific room positions (top-most and bottom-most) for the shader to work.


I'm curious if it's possible in GM to create a new, non-existing library object(s), with events besides Create, strictly through code. Or is that out of GM's scope?
