Ac vs windows

I live in a Single family house with dual zone ac. I am getting my electric bill at 350 per month for electric and 350 for propane (heating and water heater)

I am assuming that i can reduce the bills but either changing the windows or onstalling a new ac. My house was built in 2006 and running rhe original ac and same windows.

Not sure if changing windows ($$$$) is better or changing ac which is a cheaper option.

Any suggestions?
