Anyone else having this kind of problem running FFXIII Windows Edition?

I recorded my screen to help anyone that can help identify the problem. Game seems to lag every other second and makes it nearly unplayable. I was able to run FFXV and FFVII just fine so this only happens to XIII. If anyone can help find a solution, that would be great!
