First deposit, "available to trade" but not yet settled?

Quick queston. Did a first deposit into my account. Looks like I have a certain amount available to trade but not yet fully settled. Am I able to use this whole available to trade amount for dollar value fraction share on ETFs? For example say i deposit 20k overall but it says only 10k available to trade right now can I buy 10k worth of dollar worth ETFs right now without violating the good faith? Because when I tried there was a popup screen that said something like the purchase im about to make is beyond my settled cash but I was still able to buy the ETF. I'm guessing as long as I dont sell it before my money is fully settled then im good? and I did not violate anything? Just want to make sure I didnt violate anything in my account.

P.S : I plan to hold ETF and not sell. So im not selling anyway.
