Borderless windowed being weird with framerate settings on new monitor.

EDIT: I figured out what's happening, sort of. The game is doing the REVERSE of FPS limiting when client is inactive. When game is in focus I'm getting HALF the FPS its set to. When client is NOT in focus, I'm getting the full 60. I /DO NOT/ have the setting on that limits frames when inactive even though it's doing that.. and in reverse.

So I recently got a new monitor that's 165Hz but I have it capped at 120 on my desktop. 60 is what I want to cap XIV at.

FFXIV in fullscreen mode recognises this and gives me the options of 120/60/30 for capped frame rates in game. Great, perfect. Except full screen sucks butts when it comes to tabbing out etc.

When I switch to borderless windowed, FFXIV only shows the full 165 option and has 165/82/41 as the framerate options. Which wouldn't be terrible aside from the fact that no matter which one of those you pick, it is NOT actually that framerate and is instead somewhere around 12-15 fps.

I've tried setting XIV to be 60 in the Geforce panel but that doesn't seem to work either.

Anyone else had this? Google didn't really come up with anything helpful ):
