Can two RFTools builders work the same area?

I've tried looking through threads on this subreddit and I've been unable to find an answer. As the title says, I'm trying to run two builders on the same area of space at the same time, one running a liquid clearing quarry, the other running a normal clearing quarry. The liquid quarry is running just fine (so much lava), but the regular quarry isn't producing anything at all. I've triple checked its settings and all should be fine. For whatever reason, it's just not clearing anything.

Can I not run two builders in the same area at the same time?
