Having trouble generating starlight in Astral Sorcery

So, I've gotten to the point where I need more starlight to upgrade my altar. I thought I had done things correctly, building an enhanced collector crystal structure, using lenses, etc., however the meter in my altar isn't moving beyond where it was without all the extra bits. Can someone explain what I've done wrong?

The stats on the collector crystal: 400 size 95% purity 99% cut

The lenses: 400 size 97% purity 100 cut

Any help is greatly appreciated.
