Bishop asked my mom for bank statements when she asked for help.

This is rubbing me super the wrong way, but I recently got a new place with my mom. My mom is still TBM, and was telling me today before she left for church that she had a bishop interview after church to discuss her request for a food order and 200$ rent assistance for this month only. But then she told me that the new bishop told her he needed to see her bank statements during the interview today before that all can happen. This has never happened before, my mom expressed (to me) feeling really weird and uncomfortable about his request, and told me she was not going to bring her bank statements in for him. Has this happened to anyone else or anyone's family before? It's super weird...
