IF match then lookup and return name

Have 2 workbooks, output and data. P

Trying to match a job to an access level and return the persons name. There are multiple people with access but only 1 with access in the job.

Output workbook Match value is A2, lookup value in B2.

Data workbook Match value is in column B and job name is in column T and name to return is in column V

I know that it can be done but I'm struggling. Help me R/excel you're my only hope of not having to manually look up.
