Cannot get a display on monitor. Please Help!

I have an i3 Intel chip in an ASUS Z390-P mobo. GPU plugged in directly to the board with no riser. Buzzer is hooked up and when turned on.. the buzzer beeps one long and 3 short.
This indicates it’s a Graphics error.
Troubleshooting already done:
- replaced RAM with different RAM stick (multiple times)
- moved GPU to other PCIe slots
- tried 2 other GPUs in other PCIe slots with and without risers
