What does “Keep Right Except to Pass” mean to you?

I always thought it meant, if you’re in the left lane, there better be someone to your right that you’re passing. Otherwise, get over until you there’s someone else you need to get around. Maybe I’m misunderstanding all the signs though because a lot of people seem to think they can just stay in the left lane because they’re going 5 over the limit.

To me it means "stay left as long as your always passing", which I am lol sorry but too annoying to keep going left right left right left right.
