Question regarding DLC, buying game soon

I want to buy this game as it's 70% in the switch eshop but don't really understand what all the DLC characters are for. I saw Goku and Vegeta are part of a DLC, does this mean if I buy the base game I won't be able to use them? Will the DLC affect the story mode or is it only for online play? Or will I unlock the characters either way via story and DLC is a shortcut to get them faster?
