Peak pay campaign posting times?

Relatively new Dasher here (three weeks). I was looking forward to scheduling some time to dash during Peak Pay when the new times got posted. They were listed as “available by 09:00 on August 28.” Last night, I noticed a few were added for this weekend, and that’s it. It now says the next ones will be available by 9AM on the 31st.
So do they not post them at the stated time? They just throw them up whenever the hell they want and it’s luck of the draw if you see them? Is there some way to get notifications of when the times are available in your area so you have an actual shot at them?
