How can we know how many obducites we will get back when we salvage gear already masterworked?

My friend is salvaged an item masterworked to level 8, and he said he only got like 360. When I looked 360 is what is needed for level 8. But I thought we got back what we obducites we used to get to level 8. Is that not correct? Do we only get back obducite for whatever level we salvage it at?
