Is it too late to negotiate once you've received the draft contract?

I always thought the best time to negotiate is when you receive the draft contract. However, my friend said you should negotiate when they send the offer email (before they send the contract) and reject the offer if you don't want to join the company at this stage.

I have offers from multiple companies. I expressed interest in joining all these companies. I'm planning to negotiate and choose one only after all these companies send me a legally valid contract.

Is this a dick move from my part? Or is it ok to negotiate and turn down an offer AFTER you've received the employment contract (before you sign) ?
