Is it legal for an employer to ask you to work from the office during covid?

I'm in Germany and a software developer (part-time). I feel a pressure from my employer to work from the office.

My friends who are working at other companies, who have desk jobs (incl. people in marketing and sales), are working from home. Even though programming is such a remote-friendly job, I am still pressured by my employer to come to the office to work. There is no 'necessity' for my physical presence in the office.

Additionally, their office space is too small to maintain 1.5m distance between colleagues and NO ONE wears masks!
