Misleading Coupon?

Interested in the couponing community’s thoughts on the coupon I received in the mail… I’ve never seen a coupon be described as BOGO with a maximum value less than the typical unit price. (For reference the typical unit price ranges from 30USD to 45CAD, so with the coupon after you buy one, you’re paying 20USD to 35CAD which is far from buying one and getting one free in my opinion)

I just did a quick google search and Amazon is selling 12 packs for ~$30US (they don't seem to have the 4-packs available), and on Built's own website they are $2.50/bar, so it sounds like most places selling them are just marking the 4-packs up absurdly. Are they in high demand?
