What Exactly is a Photon?

I was reading some updates about Cosmos and I learned about the photon. Is a photon a delegated proof of stake blockchain zone on Cosmos that can also be used as a currency? Or is it just a fee token from Cosmos hub? How exactly would this fee token expand once there's a lot of chains, would they duplicate the hub or multiply those zones?
