Baby CNA needs some advice!

I’ve worked at my current LTC nursing home job for six months. I love my residents and my co-workers, but it’s a struggle. We have four halls in the facility with close to 30 elderly on each hall. Only 25% are independent, but even those residents need someone to bring them things and check on them. Unfortunately, we usually only have one CNA on each hall. I question the safety of my residents because of this. We’ve had people quit recently too, due to the mental and physical stress from working a hall all on their own. So far, one CNA was fired, two quit and two have put in notices, this being all in the last month. CNAs have tried to discuss their fears of safety with the department heads and our ADON since we can't seem to keep a DON, but they say,” I’m sorry, I don't know what to tell you?” I know that if State comes in, all department heads, everyone in the office, and our ADON will be in the halls working, but what about the other times? What should I do?
