How to handle mage loot prio in AQ?

Has is there been any definitive info on how to deal with mage upgrades and loot prio in AQ? Specifically, when replacing bloodvine and 8/8 T2? I’m trying to help my guilds LC out.
For example, do you loot prio all 3 phase 5 chest, legs and boots bis pieces to 1 person first so they can replace all their bloodvine at once? rather than bits and pieces to everyone where they can’t actually use it? Should it also be dependent on how much hit you have without bloodvine?
