I need help upgrading my desktop for Civ VI

I apologize in advance if this is the inappropriate subreddit for this post.

I am looking to upgrade my desktop to improve performance, across all games but especially Civ VI. Currently, I have to play in the lowest settings with leader animations disabled.

Windows 8.1
Intel i5-4590 @ 3.30 GHz
12 GB RAM
64-bit
NVIDIA GeForce GT 620
1920x1080 monitor

I'm looking at upgrading my graphics card to an NVIDIA GTX 1050 Ti, and probably upgrading the power supply too. (280 watt currently)

I know pretty much nothing about computers. How significantly would this improve Civ VI performance? Is there anything else I should change?
